Our Speakers:
Keynote Speaker: Ryan Tillman Ryan Tillman, a seasoned Police Officer in Southern California, is the founder of Breaking Barriers United, host of the #ITSNEEDED podcast, best-selling author, and viral YouTube sensation. As an advocate for bridging the gap between law enforcement and the communities they serve, Ryan promotes leading with love, empathy, and respect. His transformative work extends beyond his uniform, impacting many through his social media content and his book "Happy Eyes: Becoming All Things To All People."
Panelist: Steve Elie Steve Elie has been a dedicated Board Member of the Inland Empire Utilities Agency (IEUA) since 2010, representing the Cities of Chino and Chino Hills. Currently serving as Secretary/Treasurer of IEUA’s Board of Directors, Steve also chairs IEUA’s Community and Legislative Affairs Committee and holds several other key roles. As a California Bar member with nearly 37 years of legal experience, he has represented public entities and businesses in complex litigation. Steve’s commitment to the Chino Valley extends to numerous volunteer efforts, including serving on the Board of Directors for Boy’s Republic and the Chino Valley Chamber Foundation Board, where he is Chair-elect.
Panelist: Christina Garcia Christina Garcia has been with Kaiser Permanente for 19 years, starting her career implementing KP HealthConnect. She has held various roles, including Project Manager at LAMC and Interim Access Coordinator, and currently manages Primary Care Services, Pediatrics, and Urgent Care at the Victorville Medical Offices. Christina holds an MPH in Health Policy and Management from UCLA and a BA in English Literature and Creative Writing from Cal State San Bernardino. She enjoys reading, listening to music, and attending Dodger games with her family.
